REPUBLIC OF HUNGARY - GOVERNMENT OF RWANDA SCHOLARSHIPS FOR ACADEMIC YEAR 2026-2027


The Higher Education Council (HEC) is pleased to announce a significant scholarship opportunity for Rwandan students. Through a bilateral cooperation agreement with the Republic of Hungary, the prestigious Stipendium Hungaricum Scholarship Programme is offering fully-funded scholarships for the academic year 2026-2027. These scholarships are available for Undergraduate, Master's, and PhD/Doctor of Liberal Arts (DLA) studies, covering a wide range of academic fields to foster the development of Rwanda's future leaders.

This initiative is a collaborative effort between the Government of Rwanda, represented by the Higher Education Council (HEC), and the Government of the Republic of Hungary. The HEC is responsible for the national pre-selection and endorsement of Rwandan candidates, while the Hungarian side facilitates the final selection and provides the scholarship benefits at participating Hungarian universities. This partnership underscores a shared commitment to international education and mutual development.

SCHOLARSHIP BENEFITS
The Stipendium Hungaricum Scholarship is a comprehensive award that typically includes:
• Tuition-free education for the entire duration of the study program.
• A monthly stipend for living expenses.
• Accommodation support in a university dormitory or a contribution towards private housing.
• Comprehensive health insurance.
• A return air ticket to Hungary from Rwanda.

ELIGIBILITY CRITERIA
Applicants must be Rwandan citizens and meet the academic requirements for their chosen level of study:
• Undergraduate: Must possess a high school diploma or its equivalent.
• Master's: Must hold a Bachelor's degree.
• PhD/DLA: Must hold a Master's degree.
• Proficiency in English is required. Possession of an IELTS certificate with a score of 6.5 or equivalent is a significant advantage.
• For Master's and PhD applicants, a recommendation letter from an employer is an added advantage.

AVAILABLE PROGRAMS
Scholarships are available at all levels:
• Undergraduate (Bachelor's)
• Postgraduate (Master's)
• Doctoral (PhD/DLA)
A wide array of study fields are available. Applicants are encouraged to explore the specific programs offered by Hungarian universities on the official Stipendium Hungaricum website.


REQUIRED DOCUMENTS
Interested candidates must prepare the following documents for submission to HEC:
• An application letter addressed to the Director General of HEC.
• A copy of the National ID.
• One (1) recent passport-sized photograph.
• For Undergraduate candidates: A certified copy of a high school certificate, results slip, or equivalence qualification.
• For Master's candidates: A certified copy of a Bachelor's Degree.
• For Doctoral candidates: A certified copy of a Master's Degree.
• IELTS certificate (6.5 score) is an added advantage.
• Recommendation from the employer (for Masters and PhD, an added advantage).

APPLICATION PROCEDURES
It is mandatory to complete BOTH application steps. Applications missing one of these steps will be considered ineligible.
1. Submit to HEC Rwanda: Upload all the required documents listed above to the HEC Management Information System (MIS) via the link at the bottom of this page
2. Submit to Hungary: Simultaneously, create an application and submit all required materials on the official Stipendium Hungaricum application platform: Submit here
