The Higher Education Council (HEC) is pleased to announce an exciting opportunity for public servants to pursue fully funded Master’s and PhD programs in China. This scholarship is made possible through the bilateral cooperation between the Government of Rwanda and the People's Republic of China. The scholarships are provided through the Chinese Ministry of Commerce (MOFCOM) and will cover all study-related expenses.

Rwandan public servants who wish to further their education and gain international experience are encouraged to apply. This scholarship is aimed at supporting Rwanda’s development by equipping professionals with the necessary skills and knowledge in various fields of study. Applicants will have the opportunity to study in top universities in China, improving their expertise and contributing to national progress upon their return.

SCHOLARSHIP BENEFITS
Successful applicants will receive full funding, including:

• Tuition fees
• Living allowances
• Accommodation
• International travel expenses
• Transportation within China
• Medical care

ELIGIBILITY CRITERIA
To qualify for the scholarship, applicants must:

• Be Rwandan public servants
• Have a Bachelor’s degree for Master’s programs or a Master’s degree for PhD programs
• Apply for a course related to their previous studies
• Meet the academic and admission requirements of the selected Chinese university
• Be in good health and able to study in China

REQUIRED DOCUMENTS
Applicants must prepare and submit the following documents:

1. Application letter addressed to the Director General of HEC
2. National ID or Valid Passport
3. Curriculum Vitae (CV)
4. One passport-sized photo
5. Original notified academic certificates and transcripts
6. Personal Statement (1,000 words in English covering academic background, work experience, achievements, and career plans)
7. Recommendation letter from a current or former academic staff member
8. Recommendation letter from the applicant’s employer
9. Study plan or research proposal (minimum of 500 words)
