FULLY FUNDED ROMANIAN GOVERNMENT SCHOLARSHIPS (2025–2026)


Are you a student dreaming of studying in Europe with a fully-funded scholarship? The Romanian Government, through the Romanian Agency for Investments and Foreign Trade and the Ministry of Education, is now offering 40 scholarships to outstanding foreign students for the 2025–2026 academic year. These scholarships provide a unique opportunity for students from non-EU and non-EFTA countries to pursue undergraduate, master's, postgraduate (including residency in medical fields), or doctoral studies in Romania’s top state universities.

This scholarship aims not only to support academic excellence but also to promote Romanian language and culture. All courses under this program will be taught in Romanian, and students who don’t yet speak the language will be given a full year of preparatory classes. SCHOLARSHIP BENEFITS:
Scholarship recipients will enjoy the following benefits:

• No application or registration fees, including Romanian language testing and admission exams.
• Full coverage of tuition fees for both the Romanian language preparatory year and the chosen degree program.
• A monthly scholarship allowance for the duration of studies.
• Free accommodation in university dormitories, within the allocated budget.
• Medical care for emergencies and certain infectious diseases.
• Free public transport access (buses, trains, subways, boats) just like Romanian students.
• Benefits apply during the academic year, official holidays, and even up to 30 days after graduation (for programs of at least one year).

ELIGIBILITY CRITERIA:
Applicants must:

• Be foreign citizens from non-EU and non-EFTA countries.
• Prioritize those from countries without an educational cooperation agreement with Romania.
• Not hold Romanian citizenship or are not part of Romanian historical communities.
• Not have refugee status or long-term residence in Romania.
• Not be members or family of diplomatic staff or international organization representatives in Romania.
• Not have previously benefited from a Romanian government scholarship for the same level of study.


AVAILABLE PROGRAMS:
The scholarship covers:

• Bachelor’s Degree Programs
• Master’s Degree Programs
• Postgraduate Programs (including medical residencies)
• PhD Programs (Requires preliminary approval from a PhD supervisor and passing an entrance exam.)

PRIORITY FIELDS:
Applications in the following fields are strongly encouraged:

• Economics and Business Administration
• Agricultural Sciences
• Technical Sciences
• Oil and Gas
Other areas may also be considered based on space availability.

REQUIRED DOCUMENTS:
Applicants must submit all required documents in PDF format. Incomplete applications will not be evaluated. The documents include:

• Completed application form.
• Copy of passport.
• Academic transcripts and diplomas (with English or Romanian translation if needed).
• Medical certificate.
• Letter of intent or motivation.
• Recommendation letters (if available).
• Proof of Romanian language proficiency (if applicable), such as:
1. Romanian study documents (4 years minimum).
2. Romanian language certificate (minimum level B1).

APPLICATION PROCEDURES:
1. Prepare your application documents and ensure all are translated into English or Romanian if not already in those languages.
2. Compile all documents in PDF format.
3. Submit your complete application online through the official Romanian government portal or the respective embassy of Romania in your country.
4. Only complete applications submitted before the deadline will be considered.

ADDITIONAL INFORMATION:

• The language of instruction is Romanian for all study programs. A one-year Romanian preparatory course is provided for students who don’t speak Romanian.
• Students claiming to know Romanian must either pass a language test or submit proof of prior studies in Romanian.
• Scholarships are granted only for full-time studies.
• Scholarships do not cover airfare or initial domestic travel.

APPLICATION DEADLINE:
The deadline to submit your application is May 15, 2025, by 23:59 Romanian time.
