ELIGIBILITY CRITERIA
• For Master’s programs: Applicants must hold a Bachelor’s degree with at least a Second Class Upper Division or equivalent in a relevant field.
• For PhD programs: Applicants must hold a Master’s degree with a minimum of 70% in their previous studies.
• A high-quality research proposal or study plan demonstrating potential impact on development in your home country.
• Strong academic and professional references.
• Applicants must submit applications through the CSC online portal; some countries may have a national nominating process. For instance, Rwandan candidates must apply through both HEC’s online portal and CSC’s application system.

REQUIRED DOCUMENTS
• Application letter addressed to the Director General of your home country nominating agency, indicating course applied for, admission status, university name (if admitted), employer and position, and other relevant details.
• Valid passport or national ID.
• Curriculum Vitae (CV).
• Employer recommendation letter (if applicable).
• Original degree certificates and transcripts from previous studies.
• Two academic recommendation letters from previous lecturers.
• Research proposal and/or personal statement.

APPLICATION PROCEDURES
The scholarship applications must be completed in two different ways: through the National Nominating Agency (in your home country) portal and the CSC online portal. Below are the steps:
1. Open the application link at the bottom to apply through the CSC online portal
2. Apply through the country’s nominating agency (often the Ministry of Education or a national council).
3. Complete all required sections and attach supporting documents in the correct format for both portals.
4. Ensure both applications are fully submitted; incomplete or single-portal submissions will not be considered.

NOTE: For the 2nd step, each country has its own process, deadlines, and portal (sometimes an online link, sometimes a physical form). (for instance, Rwandan candidates have to apply through HEC MIS via here http://mis.hec.gov.rw/system-login

ADDITIONAL INFORMATION
• The CSC will only consider your application if it is nominated by your country’s agency and submitted on the CSC portal.
