INES-Ruhengeri, in partnership with the Ministry of Health through France Expertise under the 4X4 Strategy, is pleased to invite applications for a fully funded scholarship opportunity for the September 2025 intake. The scholarship will fully cover tuition fees and provide a living allowance, ensuring that successful candidates can focus entirely on their studies without financial constraints. The application period runs from 13th September 2025 to 17th September 2025 at 11:59 p.m., and candidates are encouraged to submit their applications early to avoid last-minute issues.

This initiative is a joint effort by INES-Ruhengeri, the Ministry of Health, and France Expertise, focusing on strengthening Rwanda’s healthcare system by training highly skilled professionals in anesthesia. The scholarship forms part of the government’s broader commitment to improve healthcare services and build a sustainable workforce in line with national development goals. The program also ensures that graduates are integrated into the health system after completion, contributing to national capacity-building efforts in the medical sector.

SCHOLARSHIP BENEFITS
• Full tuition fee coverage for four academic years.
• Monthly living allowance to support students during their studies.
• Guaranteed absorption into the health system upon graduation, with a service contract ensuring employment security.

ELIGIBILITY CRITERIA
Applicants must meet the following minimum requirements:
• Completion of general secondary education with one of the following principal subject combinations: Physics-Chemistry-Biology, Mathematics-Chemistry-Biology, Biology-Chemistry-Geography, or Associate Nursing.
• Minimum Grades Required:
o At least Grade D in both Biology and Chemistry for students who obtained their certificates in academic years 2023–2024 or 2024–2025.
o At least Grade C in both Biology and Chemistry for students who obtained their certificates before 2023–2024.
• Applicants must not be currently enrolled in any other program or benefiting from another government or partner-funded scholarship.
• Applicants who have graduated from any university-level program are not eligible to apply.

AVAILABLE PROGRAM
• Bachelor of Science in Anesthesia (with Honours) – 4-year full-time program.

REQUIRED DOCUMENTS
Applicants must prepare the following documents:
• S6 Certificate (Diploma or Results Slip)
• National ID or Passport
• Passport-sized Photo

APPLICATION PROCEDURES
1. Prepare the required documents in digital format.
2. Submit applications through the application link at the bottom of this page.
3. Candidates who meet the minimum requirements will be invited to sit for the admission test scheduled for 22nd September 2025 at INES-Ruhengeri.
4. Final selection will be based on admission test performance.
5. Successful candidates will sign a contract agreement with the Ministry of Health committing to serve in the national health system for a minimum period after graduation.

ADDITIONAL INFORMATION
• This program is full-time only; working professionals may not be eligible unless they terminate their current employment before admission.
• Any false declarations or failure to meet eligibility requirements will result in disqualification and possible sanctions.
