The Higher Education Council (HEC) is pleased to announce that applications are now open for the Kingdom of Morocco – Government of Rwanda Scholarships for the 2025 academic year. This is an excellent opportunity for Rwandan students who have completed their Senior Six studies and are eager to pursue higher education abroad. The scholarships are fully funded at the bachelor’s level, offering successful applicants the chance to acquire quality education and international exposure. All interested and eligible candidates are encouraged to apply before the deadline.

This initiative is a collaboration between the Government of Rwanda, through the Higher Education Council (HEC), and the Kingdom of Morocco. The program aims to strengthen educational ties between the two nations and to provide talented young Rwandans with opportunities to study in Moroccan universities. ELIGIBILITY CRITERIA
Applicants must:
• Be Rwandan citizens with a valid national ID or passport
• Have completed Senior Six with a minimum score of 80% or equivalent in the 2025 National Examinations
• Be ready to undertake studies in French, as all programs will be taught in the French language

REQUIRED DOCUMENTS
Applicants must submit a complete application file consisting of:
• Application letter addressed to the Director General of HEC, indicating the preferred program of study
• Copy of national ID or valid passport
• One recent passport-size photo
• Transcripts for the last two years of high school
• Copy of High School Diploma or Result Slip (or equivalent qualification)

APPLICATION PROCEDURES
1. Prepare all the required documents listed above.
2. Visit the online application portal: https://mis.hec.gov.rw/system-login.
3. New users must sign up before logging in and are encouraged to download the user guide for detailed application instructions.
4. Submit a complete application file through the system before the deadline.

APPLICATION DEADLINE
All applications must be submitted no later than 30th September 2025. Incomplete or late applications will not be considered.
