GOVERNMENT OF RWANDA SCHOLARSHIP 2026 (KOICA MASTER’S DEGREE PROGRAM)


The Higher Education Council (HEC) of Rwanda is pleased to inform Rwandan students and professionals about the 2026 KOICA Scholarship Program for Master’s Degrees. This scholarship opportunity is designed to support Rwandan government employees who wish to further their studies in Korea, gaining advanced academic and professional skills that contribute to Rwanda’s national development goals.

This scholarship is offered under the Bilateral Cooperation Agreement between the Republic of Korea and the Government of Rwanda, administered by the Korea International Cooperation Agency (KOICA). KOICA is a leading organization promoting sustainable global development through education, capacity building, and partnerships. It provides full funding for Rwandan scholars to study at top Korean universities, fostering leadership and innovation for national progress.

SCHOLARSHIP BENEFITS
The 2026 KOICA Scholarship Program provides full financial support to selected candidates, including:
• One round-trip airfare between Rwanda and Korea.
• Full tuition fees for the duration of the Master’s program.
• Monthly living allowance to cover basic expenses.
• Accommodation and settlement allowance upon arrival.
• Scholarship completion grants after graduation. v • Health insurance and coverage for extracurricular activities.
Note: Any other personal or extra expenses beyond the scholarship coverage will be the responsibility of the candidate.

ELIGIBILITY CRITERIA
Applicants must meet the following conditions to be considered eligible:
1. Citizenship: Must be a Rwandan citizen.
2. Government Nomination: Must be a government employee with at least two (2) years of professional experience and officially nominated by the Government of Rwanda.
3. Age Limit: Preferably under 40 years old as of February 1, 2026.
4. Health: Must be in good physical and mental health.
. Applicants with disabilities who are in good health may apply.
. Applicants with severe illnesses are not eligible.
5. Educational Qualification: Must have completed a Bachelor’s degree or equivalent qualification.
6. English Proficiency: Must demonstrate strong written and spoken English skills to study and write academic work in English.
7. KOICA Program History: Applicants who previously withdrew or were dismissed from KOICA programs are not eligible.
8. Institutional Integrity: Applicants from institutions that submitted falsified documents or whose representatives withdrew mid-program cannot apply.
9. Additional Requirements: Refer to the Program Information (PI) document of the specific university for additional admission criteria.


AVAILABLE PROGRAMS
The KOICA Scholarship covers a wide range of Master’s programs in development-oriented fields such as:
• Public Policy and Governance
• Economic Development
• Agriculture and Rural Development
• Education and Human Resource Development
• Environment and Sustainability
• ICT and Innovation Management

REQUIRED DOCUMENTS
Applicants must submit the following documents online via the HEC MIS system:
1. Application letter addressed to the Director General of HEC, clearly stating the course and level applied for.
2. A valid passport.
3. An updated Curriculum Vitae (CV).
4. One (1) recent passport-size photo.
5. Original and certified copies of academic certificates and transcripts.
6. Recommendation letter from the current employer.

Important Notes:
• Both HEC and KOICA required documents must be uploaded through the HEC MIS.
• Only pre-selected candidates will be contacted to submit original documents to the KOICA Rwanda Office.

APPLICATION PROCEDURES
1. Visit the HEC MIS Portal via the Link at the bottom of this page.
2. Complete the online application form and attach all required documents.
3. Review your information carefully before submission.
4. Submit the application before the deadline.
5. Await notification for shortlisting by HEC.

Deadline: November 25th, 2025
Late or incomplete applications will not be considered. Eligible and interested candidates are encouraged to apply early and ensure all documents are correctly uploaded on the HEC MIS portal.
