The Higher Education Council (HEC) of Rwanda is pleased to announce the opening of applications for the 2026 Edition of the Mauritius Africa Scholarship Scheme. This scholarship presents an excellent opportunity for Rwandan students who wish to advance their academic journey at Bachelor’s, Master’s, or Doctoral level in one of Africa’s most academically progressive countries. Interested applicants are encouraged to prepare their documents early and follow the required application procedures.

This scholarship program is offered through the Bilateral Cooperation between the Government of Rwanda and the Republic of Mauritius. Administered by the Ministry of Tertiary Education of Mauritius, the scheme aims to support African students by providing fully funded opportunities in selected public Higher Education Institutions (HEIs) across Mauritius. The Higher Education Council (HEC) serves as the national coordinating body for applications from Rwanda.

ELIGIBILITY CRITERIA
Applicants must:
• Be Rwandan citizens
• Hold a valid National ID or passport
• Meet academic qualifications required for the chosen program and level (Bachelor, Master, PhD)
• Be admitted or have applied for admission to a public HEI in Mauritius
• Provide a study plan (Masters & PhD)
• Secure a supporting statement from a Mauritian supervisor (PhD only)
• Be medically fit as confirmed by a registered medical practitioner

REQUIRED DOCUMENTS
Applicants must prepare and submit the following documents:
1. Application letter addressed to the Director General, HEC
2. National ID or valid passport
3. Curriculum Vitae (CV)
4. Completed scholarship application form
5. Certified copy of birth certificate
6. Certified copy of passport bio-data page
7. Certified copies of academic certificates and transcripts
8. Letter of conditional offer from a Mauritian public HEI or acknowledgement of application plus proof of application fee payment
9. Medical certificate signed and stamped by a registered medical practitioner (Section 6 of the application form)
10. Study or research plan (for Master’s and PhD applicants)
11. Supporting statement from a named supervisor (PhD applicants only)

APPLICATION PROCEDURES

3. Prepare all required documents in certified copies where applicable.
4. Complete the online submission through the HEC Management Information System (HEC MIS) via Click here 
5. Submit all documents before the deadline.
