MK SCHOLARS would like to inform all students and graduates holding foreign academic qualifications that the Higher Education Council (HEC) of Rwanda has officially launched a revamped, fully digital Equivalence Certificate System.

This new system is designed to make the process of verifying and equating foreign qualifications faster, more transparent, and more accessible.

WHAT IS THE EQUIVALENCE CERTIFICATE?
An Equivalence Certificate is an official document issued by HEC that confirms a foreign academic qualification is comparable to a Rwandan qualification. It is required for:
• University admissions in Rwanda
• Professional recognition
• Employment and further studies

KEY IMPROVEMENTS IN THE NEW SYSYTEM
The upgraded Equivalence System allows applicants to:
• Submit applications entirely online
• Track application progress in real time
• Receive results within 10 working days, once all required documents are complete and the awarding institution confirms authenticity

The system strongly emphasizes:
• Academic standards
• Credibility of the awarding institution
• Authenticity of submitted documents

WHERE TO APPLY
The Equivalence System is now available through the IremboGov platform, at the bottom of this page, making it easier for both Rwandan and international applicants to apply from anywhere.

UPDATED APPLICATION FEES (Effective 24 December 2025)
Applicants should note the revised fees:
• Rwandan applicants: RWF 60,000
• International applicants: USD 120

APPEALS AND COMPLAINTS
The new system introduces structured appeal and complaint mechanisms, ensuring fairness, transparency, and trust throughout the process.
For Applicants Who Applied Before 24 December 2025
If you submitted your equivalence application before 24 December 2025, your application:
• Remains valid
• Is currently under review
• Does NOT require resubmission
