The Higher Education Council (HEC) of Rwanda invites eligible Rwandan candidates to apply for the Brazil–Rwanda Government Scholarships for the academic year 2026–2027. These scholarships are offered through a bilateral cooperation agreement between the Government of Rwanda and the Government of Brazil and are available for Master’s and PhD studies in selected public universities in Brazil. This scholarship program is jointly supported by the Government of Brazil and the Government of Rwanda, with coordination and administration handled by the Higher Education Council (HEC). Applicants are required to apply for admission to one of the participating Brazilian public universities, particularly in programs not available in Rwanda, before submitting their scholarship application through the HEC Management Information System (HECMIS).

• Full coverage of tuition fees only at the selected Brazilian public university
  
• Opportunity to pursue Master’s or PhD studies in internationally recognized institutions

Note: Costs not covered by the scholarship may be financed through a Government of Rwanda study loan (applied for via HECMIS after acceptance) or through the candidate’s own resources.

ELIGIBILITY CRITERIA

• Must be eligible for Master’s or PhD studies
• Must apply for admission to a Brazilian public university
• Applicants are encouraged to apply for courses not offered in Rwanda
• Must meet academic requirements for the chosen level of study
• Doctoral applicants must submit a research proposal (2 pages)

• Agroecosystems, Agronomy, Crop Science
• Environmental Engineering, Mining, Geology
• Food Engineering, Chemical Engineering
• Bioinformatics, Microbiology, Biochemistry
• Health Sciences, Nutrition, Neurosciences
• Information Science, Technology Innovation

Programs are offered by Brazilian public universities such as:

• Federal University of Paraná
• Federal University of Minas Gerais
• Federal University of Rio Grande do Sul

REQUIRED DOCUMENT

• Application letter addressed to the Director General of HEC
• Copy of National ID
• One (1) passport-size photo
• Curriculum Vitae (CV)
• Certified academic transcripts and degree certificates
• Bachelor’s degree for Master’s applicants
• Master’s degree for PhD applicants
• Two-page research proposal (for PhD applicants)
• Employer recommendation letter (optional but an added advantage)
