ELIGIBILITY CRITERIA
For Monitoring and Evaluation Specialist:
· Bachelor’s degree or Master’s degree in Economics, Project Management, Research, Statistics, Social Sciences, or related disciplines.
· Demonstrated experience using quantitative methodologies for data analysis.
· Ability to use statistical and analytical tools such as MS Excel, Google Sheets, SPSS, or STATA.
· Experience in program evaluation, including designing data collection tools, data visualization, and presentation.
· Experience in preparing Monitoring and Evaluation (M&E) technical reports.
· Strong team coordination, mentoring, coaching, and supervision skills.
· Knowledge of policy formulation and policy analysis.
· Knowledge of global, continental, and regional development agendas.
· Understanding of results-based management principles.
· Knowledge of research, data analysis, and reporting.
· Familiarity with national development agendas.
· Strong problem-solving abilities and the capacity to manage multiple tasks effectively.
For Drivers:
· Age between 21 and 45 years old.
· Minimum of 3 years of relevant experience as a Bus Driver.
· Possession of a valid driving license category D1.
· Ability to pass a drug and alcohol test from RFI.
· Ability to read and write at least one official language used in Rwanda.
· Strong communication and interpersonal skills with a high sense of responsibility and excellent customer care.
· Ability to work flexible hours, including weekends and holidays.

2. Drivers |

DUTIES AND RESPONSIBILITIES
Monitoring and Evaluation Specialist:
· Develop databases and tools for collecting data required for decision-making.
· Conduct data analysis and interpretation to support management decisions.
· Contribute to the development of policies, strategies, business plans, guiding principles, and concepts.
· Strengthen the capacity of decision-makers in data interpretation, reporting, and strategic planning.
· Perform other duties assigned by the company’s senior leadership.
Drivers:
· Participate in all training provided under the Driver Reserve Pool.
· Operate buses safely and efficiently to transport passengers and luggage.
· Ensure proper maintenance, cleanliness, and fueling of the vehicle.
· Conduct basic vehicle checks and report any mechanical issues to the RITCO Garage.
· Strictly adhere to all traffic laws and the employer’s rules and regulations.

Only candidates who meet the requirements will be shortlisted for interviews.
The recruitment process for drivers includes an oral interview and a practical driving assessment. Successful candidates will join a Driver Reserve Pool, a merit-based database for future deployment. Selected drivers will also receive 20 days of free refresher training to improve safety, service quality, and fleet handling.
