The Central University Hospital of Butare (CHUB) is seeking a qualified and motivated Human Resource Officer to support the effective management of human resources. ELIGIBILITY CRITERIA

Applicants must hold one of the following qualifications:

·       Bachelor’s Degree in Human Resource Management

·       Bachelor’s Degree in Management (Human Resource specialization)

·       Bachelor’s Degree in Business Administration (Human Resource specialization)

·       Bachelor’s Degree in Public Administration with a recognized Human Resource Professional Certification

·       Bachelor’s Degree in Law with a recognized Human Resource Professional Certification

·       Bachelor’s Degree in Administrative Sciences with a recognized Human Resource Professional Certification

Experience:

·       0 years of relevant experience required

DUTIES AND RESPONSIBILITIES

1. Staff Recruitment Management

·       Prepare and monitor recruitment plans

·       Advise supervisors on recruitment processes

·       Prepare job advertisements and vacancy notices

·       Organize and participate in interviews

·       Conduct reference checks

·       Develop and implement recruitment policies

·       Manage staff contracts and update staff records

·       Notify unsuccessful candidates

2. Attendance and Leave Management

·       Monitor daily staff attendance

·       Investigate absenteeism and recommend solutions

·       Manage scheduled absences (leave, travel, etc.)

·       Ensure continuity of services during staff absence

·       Report monthly attendance to supervisors

3. Employee Labor Relations Management

·       Provide counseling on performance issues

·       Advise on disciplinary actions

·       Ensure compliance with labor laws

·       Handle employee grievances and disciplinary procedures

·       Support development of HR policies

·       Prepare HR reports (monthly, quarterly, annually)
