LuxDev is seeking a qualified and motivated professional to join its team in Kigali, Rwanda as a Monitoring, Evaluation and Learning (MEL) Officer. This recruitment aims to strengthen the agency’s ability to measure, analyze, and improve the impact of its development cooperation projects. The MEL Officer will support projects by enhancing data quality, promoting accountability, and ensuring continuous learning across all programs implemented in partnership with national institutions.
 

ELIGIBILITY CRITERIA

·       Master’s degree in social sciences, statistics, economics, public policy, or related field

·       Proven experience in monitoring, evaluation, and learning in international development

·       Strong knowledge of results-based management and data analysis tools

·       Ability to work independently and manage multiple projects

·       C1 level English and Kinyarwanda (French is an advantage)

·       Experience with tools like KoboToolbox, Power BI, or GIS is an asset

DUTIES AND RESPONSIBILITIES

·       Support full project cycle monitoring and reporting

·       Design baseline and end-line surveys with stakeholders

·       Conduct indicator audits and ensure data quality

·       Manage project data systems and reporting tools

·       Coordinate evaluations (mid-term and final)

·       Train partners and support capacity building

·       Develop dashboards, maps, and data visualizations

·       Support communications with accurate project data

·       Facilitate learning and knowledge-sharing activities

·       Develop GIS-based tools for project implementation
