The Ministry of Public Service and Labour (MIFOTRA) invites qualified and motivated professionals to apply for various vacant positions under its ongoing initiatives aimed at strengthening public service delivery, digital transformation, and employment policy development in Rwanda. Successful candidates will have the opportunity to contribute to key national projects, including the Integrated Personnel and Payroll Information System (IPPIS) and employment policy development programs. All applicants will undergo Psychometric, Written, and Oral examinations as part of the recruitment process.
ELIGIBILITY CRITERIA
Applicants must possess the required academic qualifications and relevant work experience for their desired position. Candidates should demonstrate professionalism, integrity, strong analytical abilities, problem-solving skills, teamwork, communication skills, and commitment to continuous learning.
AVAILABLE POSITIONS
1. Senior Software Development Officer (2 Positions)
Reports To: IPPIS Project Manager
Qualifications:
• Bachelor's Degree in Software Engineering, Computer Science, Computer Engineering, Information Technology, Information Management, ICT, Business Information Technology, Computer Programming, Information Management Systems, Computer Systems, or related fields with at least 3 years of relevant experience.
• Master's Degree in relevant ICT-related fields with at least 1 year of relevant experience.
1. IPPIS IT Support Staff
Reports To: IPPIS Project Manager
Qualifications:
• Relevant qualifications in Information Technology, Computer Science, Software Engineering, Computer Engineering, ICT, or related fields.
1. Employment Policies, Strategies and Programs Impact Specialist (2 Positions)
Reports To: Head of Employment Ecosystem Policy and Strategy Department
Qualifications:
• Bachelor's Degree in Economics, Monitoring and Evaluation, Applied Statistics, Labour Economics, or related fields with at least 3 years of relevant experience.
• Master's Degree in relevant fields with at least 1 year of relevant experience.
DUTIES AND RESPONSIBILITIES
Senior Software Development Officer
• Develop, integrate, and deploy software solutions.
• Develop software requirements and specifications.
• Participate in software testing and quality assurance.
• Maintain existing applications and databases.
• Develop user guides and training materials.
• Ensure software deliverables meet quality standards and deadlines.
• Participate in source code validation and software maintenance activities.
IPPIS IT Support Staff
• Provide technical support to IPPIS users through phone, email, and online platforms.
• Log and monitor system issues and user requirements.
• Escalate unresolved issues to software development teams.
• Prepare user guides and conduct user training.
• Ensure data integrity within MIFOTRA systems.
• Monitor system performance and recommend corrective actions.
• Prepare timely and accurate operational reports.
Employment Policies, Strategies and Programs Impact Specialist
• Develop and review employment policies and strategies.
• Design and conduct impact evaluations of employment programs.
• Conduct policy-oriented research and labour market analysis.
• Develop monitoring and evaluation frameworks.
• Provide technical advice on employment promotion and job creation initiatives.
• Collaborate with stakeholders to improve labour market outcomes.
• Organize workshops and stakeholder consultations.
