RTB operates under the national skills development framework and works closely with government institutions to ensure quality training delivery, modern ICT integration, and transparent public procurement systems that support national development goals.

ELIGIBILITY CRITERIA

ICT Sector Specialist

·       Bachelor’s or Master’s Degree in Computer Science, ICT, Computer Engineering, Information Systems, or related field

·       3 to 5 years of relevant experience

·       Strong knowledge of ICT systems, networking, software, and digital infrastructure

·       Experience in TVET systems is an added advantage

·       Strong analytical, communication, and project management skills

·       Psychometric language: English

Procurement Specialist

·       Bachelor’s or Master’s Degree in Law, Procurement, Finance, Accounting, Supply Chain, or Logistics Management

·       3 to 5 years of relevant experience

·       Strong knowledge of procurement laws, tendering, and contract management

·       Excellent analytical, decision-making, and communication skills

·       Fluency in English and/or French (Kinyarwanda is an advantage)

DUTIES AND RESPONSIBILITIES

ICT Sector Specialist

·       Provide technical input in ICT system design and infrastructure development

·       Ensure ICT equipment aligns with curriculum requirements

·       Supervise installation, configuration, and testing of ICT systems

·       Integrate ICT solutions across IoT, robotics, UAV, and digital labs

·       Support digital learning platforms and smart training systems

·       Develop SOPs, manuals, and technical documentation

·       Provide technical training and support to staff and trainers

·       Monitor ICT systems performance and ensure cybersecurity compliance

Procurement Specialist

·       Prepare and manage annual procurement plans

·       Develop bidding documents and publish tenders

·       Manage e-procurement systems and tender processes

·       Oversee contract preparation and execution

·       Ensure compliance with procurement laws and regulations

·       Act as Secretary of the Tender Committee

·       Provide procurement advisory services to management

·       Prepare procurement reports and maintain records
