AZERBAIJAN INTERGOVERNMENTAL SCHOLARSHIP
Applications are invited for the Intergovernmental Scholarship Programs (ISPs) in Azerbaijan, offering international students the opportunity to pursue higher education at Azerbaijani universities. The scholarship supports studies at the Bachelor’s, Master’s and Doctoral levels, as well as basic medical education and residency programs.Join our Coaching class for the Duolingo English Test
The program is implemented under international agreements between Azerbaijan and participating countries. Candidates are nominated to Azerbaijan through the relevant authorities in their home countries, such as Ministries of Education or Foreign Affairs, while the State Agency for Science and Higher Education under the Ministry of Science and Education of the Republic of Azerbaijan coordinates the Azerbaijani side. Applicants are subsequently admitted through Azerbaijan’s centralized Study in Azerbaijan Centralised E-Application Service (SIA/CAS) on the portal.edu.az platform.
SCHOLARSHIP BENEFITS
Successful candidates under the Intergovernmental Scholarship Programs receive financial support in accordance with the applicable international agreements. The scholarship benefits include:
· Full exemption from tuition fees
· Exemption from medical insurance payments
· Monthly scholarship to support living expenses
· Educational and scholarship costs covered by the host country
· Opportunity to study at participating higher education institutions in Azerbaijan
· Access to preparatory courses where additional language or academic preparation is required
Important: International travel expenses are not covered by the host country. These costs are borne either by the sending country or by the student.
ELIGIBILITY CRITERIA
Applicants nominated under the Intergovernmental Scholarship Programs must meet the following requirements:
· Be nominated through the relevant competent authority in their home country.
· Have achieved at least 51% academic performance according to the applicable grading system.
· Demonstrate proficiency in the language of instruction of the selected program.
· Candidates may select up to three universities and corresponding specialties according to their academic and professional interests.
· Previous academic or professional achievements, whether local or international, are considered an advantage.
English-Language Programs
Applicants seeking programs taught in English are exempt from additional language proficiency testing if they meet the following minimum international examination scores:
· Bachelor’s degree: IELTS 5.0 or TOEFL 40
· Postgraduate degrees: IELTS 5.5 or TOEFL 50
Applicants who previously studied in Azerbaijan and are progressing to the next level in the same language of instruction may also be exempt from language testing. The same applies to graduates of recognized foreign high schools or higher education institutions whose previous studies were completed in the same language as their intended program in Azerbaijan.
Applicants who do not meet the required language or subject knowledge level may be placed in preparatory courses, which generally last six months to one year, depending on the university's requirements.

Participating institutions include Azerbaijan Technical University (AzTU), Azerbaijan State Oil and Industry University (ASOIU), ADA University, Azerbaijan State University of Economics (UNEC), Khazar University, and the Azerbaijan University of Architecture and Construction (AzUAC).

These programs are offered across institutions including ADA University, Baku Higher Oil School (BHOS), Baku Engineering University (BEU), ASOIU, AzTU, Baku State University (BSU), Khazar University, UNEC, and AzUAC.

REQUIRED DOCUMENTS
Applicants should prepare the following documents:
- Completed application form
- Diplomas and academic transcripts from previous high school or higher education studies
- Copy of a passport valid for the duration of the study period
- Medical certificate confirming general health status, including HIV/AIDS and Hepatitis B and C test results
- Curriculum Vitae (CV) or resume
- Motivation letter explaining academic interests and reasons for applying
- Proof of language proficiency in the language of instruction
For English-taught programs, the stated minimum scores are:
· Undergraduate: IELTS 5.0 or TOEFL 40
· Postgraduate: IELTS 5.5 or TOEFL 50
Applicants applying for post-bachelor or graduate programs must additionally submit the original diploma and diploma supplement/annex from their previous degree.
APPLICATION PROCEDURES
Applications for admission to higher education institutions in Azerbaijan are processed through the Study in Azerbaijan Centralised E-Application Service (SIA/CAS) available on portal.edu.az.
Applicants applying through the Intergovernmental Scholarship Programs must:
1. Be nominated by the relevant competent authority in their home country.
2. Receive the required special nomination code for the ISP application.
3. Access the centralized application system on portal.edu.az.
4. Select the admission category “Bilateral Agreements (HTP)”.
5. Submit the required application and supporting documents through the designated system.
6. Select up to three universities and corresponding specialties.
7. Undergo university-level review of academic background and language proficiency.
The nomination codes are provided to the competent authorities of participating countries for candidates whose nominations have been approved for submission to the Azerbaijani side. Competent authorities may contact the State Agency for Science and Higher Education at icd@eatda.edu.az regarding the codes.
ADDITIONAL INFORMATION
The academic year in Azerbaijan begins on 15 September. Students who require additional language or academic preparation may be assigned preparatory courses, which generally last between six months and one year, depending on the requirements of the university.
Admission requirements can vary between universities. Each institution evaluates applicants' academic background and language proficiency before officially confirming admission.
It is also important to note that admission to Azerbaijani higher education institutions is conducted through portal.edu.az, while participation in the Intergovernmental Scholarship Programs requires nomination through the appropriate authorities in the applicant's home country.
