ELIGIBILITY CRITERIA

Applicants must meet the academic qualifications and relevant work experience specified for their preferred position. Depending on the position, qualifications range from Advanced Diploma to Bachelor’s and Master’s degrees in relevant fields.

Candidates should also demonstrate relevant technical and professional competencies, including:

·       Strong communication and organizational skills

·       Analytical and problem-solving skills

·       Creativity and innovation

·       Knowledge of relevant professional practices

·       Ability to work effectively with stakeholders

·       Fluency in Kinyarwanda, English and/or French; knowledge of all three is an advantage

DUTIES AND RESPONSIBILITIES

1. Accountant

·       Update budgetary accounting and bank books.

·       Monitor expenses and maintain supporting documents.

·       Prepare monthly bank reconciliations.

·       Manage petty cash records.

·       Prepare and submit financial reports and declarations.

·       Perform other duties assigned by Ministry authorities.

2. Administrative Assistant

·       Receive and direct visitors.

·       Manage correspondence and official documents.

·       Maintain the Minister's diary and schedule.

·       Prepare meeting minutes.

·       Organize files and important documents.

·       Perform administrative duties assigned by Ministry authorities.

3. Creative Industries Liaison Specialist

·       Support individuals and organizations in the creative industries.

·       Assist with permits, licenses, funding applications and regulatory submissions.

·       Provide guidance on opportunities and industry best practices.

·       Facilitate partnerships and collaborations.

·       Conduct needs assessments and develop solutions.

·       Prepare periodic activity reports.

4. Youth Health and Welfare Promotion Specialist

·       Develop and implement youth health and welfare programs.

·       Conduct research and support policy development.

·       Promote youth health, mental wellness and social welfare.

·       Monitor and evaluate youth health programs.

·       Coordinate partnerships with relevant stakeholders.

·       Prepare analytical and periodic reports.

5. Head of Central Secretariat

·       Supervise the Central Secretariat.

·       Manage incoming and outgoing correspondence.

·       Organize document registration and filing.

·       Supervise document processing and data entry.

·       Maintain an efficient secretariat environment.

·       Prepare monthly reports.

6. Youth Skills and Innovation Promotion Specialist

·       Design and implement youth skills development programs.

·       Promote digital, technical and soft skills.

·       Develop mechanisms supporting youth innovation.

·       Build partnerships with government, private sector and development partners.

·       Provide mentorship and career guidance.

·       Support young entrepreneurs.

·       Conduct research and evaluate programs.

7. Youth Entrepreneurship and Access to Finance Specialist

·       Develop youth entrepreneurship policies and programs.

·       Support business incubation, mentorship and coaching.

·       Promote youth talents and innovation.

·       Monitor and evaluate entrepreneurship programs.

·       Develop partnerships with relevant stakeholders.

·       Provide technical support on entrepreneurship, employment and job creation.

·       Prepare reports and policy recommendations.

8. Arts Regulations and Compliance Specialist

·       Review and update regulations governing artistic activities.

·       Establish compliance standards for artists and cultural institutions.

·       Conduct regulatory risk assessments.

·       Provide guidance on legal and regulatory requirements.

·       Develop compliance training and educational materials.

·       Promote intellectual property protection.

·       Collaborate with stakeholders on arts regulations and policies.

9. Youth Center Coordination Specialist

·       Develop socio-economic, educational, recreational and cultural programs.

·       Coordinate youth center staff, volunteers and partners.

·       Manage resources and equipment.

·       Promote youth participation and leadership.

·       Monitor programs and collect feedback.

·       Prepare reports and evaluate program outcomes.
