JOB OPPORTUNITY AT NISR 2026 (EC2026)
The National Institute of Statistics of Rwanda (NISR) invites eligible Rwandan youth to apply for the Enumerator position for the 2026 Establishment Census (EC2026). A total of 4,767 enumerator/candidate positions are planned across sectors nationwide. Selected candidates will be responsible for collecting accurate information from establishments during the census exercise. Register for our Coaching class for the IELTS
The EC2026 is being conducted by NISR in collaboration with its partners and with the cooperation of Rwanda's local government authorities through the Ministry of Local Government (MINALOC). The census will provide updated information on establishments, their economic activities, geographical distribution, and employment characteristics, while also updating the national establishment database for future economic and development surveys.
ELIGIBILITY CRITERIA
Applicants must meet the following minimum requirements:
· Be a Rwandan citizen.
· Be aged 16 to 30 years and be registered in the National Youth Council database.
· Live in the sector where they will work.
· Hold a university degree (A1 or A0) in Statistics, Economics, Social Studies, or a related field and A2 qualification holders may be considered where university degree holders are unavailable.
· Have an operational smartphone or tablet meeting the required technical specifications.
· Be available for the census fieldwork from 10 December 2026 to 10 February 2027.
· Not have another job or responsibility during the census assignment.
· Be willing and able to work in remote areas.
· Demonstrate good moral and ethical conduct.
· Previous participation in establishment censuses will be considered an advantage. Register for our coaching class for the Duolingo English Test
Device Requirements
Applicants must have a functional smartphone or tablet with at least:
· Android 7.0 (Nougat) or later
· 4 GB RAM
· 10 GB of available storage
· At least 8 hours of battery life during continuous field use
· Wi-Fi and mobile data (3G/4G LTE)
· Bluetooth connectivity
· A USB port
The device must support offline data collection and synchronization with the central server when internet connectivity is available.
AVAILABLE POSITIONS
NISR plans to recruit 4,767 enumerators/candidates across all districts and sectors of Rwanda.
The number of candidates required varies by sector. Some sectors require only a few candidates, while others require significantly larger numbers. For example:
· Gisenyi Sector, Rubavu District: 66 candidates
· Kigali Sector, Nyarugenge District: 18 candidates
· Muhima Sector, Nyarugenge District: 42 candidates
· Nyakabanda Sector, Nyarugenge District: 12 candidates
· Nyamirambo Sector, Nyarugenge District: 27 candidates
· Kimironko Sector, Gasabo District: 42 candidates
· Kinyinya Sector, Gasabo District: 45 candidates
· Muhoza Sector, Musanze District: 72 candidates
· Nyamata Sector, Bugesera District: 42 candidates
· Kigabiro Sector, Rwamagana District: 36 candidates

DUTIES AND RESPONSIBILITIES
Successful enumerators will be responsible for:
1. Identifying their assigned working area, including its boundaries and layout.
2. Taking proper care of all documents, materials, and devices provided for the census.
3. Listing all establishments located within their assigned working area.
4. Arranging appointments with establishment owners, managers, or appropriate respondents when necessary.
5. Ensuring their device is fully charged and ready for fieldwork every morning.
6. Visiting every establishment in the assigned area and accurately completing the census questionnaire.
7. Marking establishments as enumerated after successfully completing their questionnaires.
8. Reviewing completed questionnaires and correcting omissions, inconsistencies, or errors.
9. Regularly checking collected data to ensure accuracy, completeness, and quality.
10. Following all instructions, procedures, and guidelines provided by NISR and supervisors.
11. Maintaining strict confidentiality of information collected from establishments.
12. Reporting challenges and unusual cases to the immediate supervisor.
13. Completing and submitting assigned work within the required timeframe and quality standards.
REQUIRED DOCUMENTS
Applicants should be prepared to provide information and documentation demonstrating that they meet the eligibility requirements, including:
· Proof of Rwandan nationality.
· Academic qualification or certificate.
· Information confirming registration in the National Youth Council database.
· Information confirming residence in the sector of work.
· Details of the smartphone or tablet to be used for fieldwork.
· Any relevant information demonstrating previous participation in establishment censuses, where applicable.
Applicants should ensure that all information submitted during the recruitment process is accurate and verifiable.
APPLICATION PROCEDURES
The recruitment process will take place in two stages:
Stage 1: Initial Pre-selection
Candidates who meet the required qualifications will be shortlisted at sector level according to the number of candidates required in each sector. The initial pre-selection process will be coordinated at district level with NISR and relevant local government staff.
Stage 2: NISR Selection Test
Shortlisted candidates will sit for a selection test administered by NISR at district level.
The selection tests will be conducted between 4 and 17 October 2026, according to the recruitment schedule for each district.

ADDITIONAL INFORMATION
The 2026 Establishment Census (EC2026) will be conducted nationwide to collect updated information about establishments operating in Rwanda. The information will cover establishments' economic activities, geographical distribution, employment characteristics, and other relevant characteristics.
The recruitment tests will be conducted according to the following schedule:
· 4–7 October 2026: Round 1
· 8–10 October 2026: Round 2
· 11–14 October 2026: Round 3
· 15–17 October 2026: Round 4, covering Nyarugenge, Gasabo, and Kicukiro
The selected enumerators will subsequently undertake census fieldwork from 10 December 2026 to 10 February 2027.
