The Rwanda Biomedical Center (RBC) is inviting qualified and experienced candidates to apply for five job opportunities in areas including internal auditing, civil engineering, clinical engineering, and health commodities management.These positions offer professionals an opportunity to contribute their expertise to Rwanda’s health sector while working with a national institution responsible for supporting health programs, biomedical services, and health infrastructure development.JOIN OUR Coaching class for ALU ENGLISH TEST

ELIGIBILITY CRITERIA

Applicants must meet the academic qualifications, professional experience, and technical competencies specified for their preferred position. Requirements vary by position and include relevant Bachelor’s or Master’s degrees, professional certifications, and proven work experience.

Applicants should also demonstrate strong communication, teamwork, problem-solving, leadership, organizational, and professional skills where applicable.

AVAILABLE POSITIONS

The Rwanda Biomedical Center has announced the following positions:

1.     Internal Auditor Specialist – 2 Positions

2.     Senior Civil Engineer

3.     Clinical Engineering Specialist

4.     In Charge of Commodities Officer

Total positions: 5

DUTIES AND RESPONSIBILITIES

1. Internal Auditor Specialist

Key responsibilities include:

·       Develop and implement risk-based internal audit plans aligned with RBC strategic objectives.

·       Conduct financial, operational, compliance, and performance audits.

·       Assess compliance with laws, regulations, policies, procedures, donor requirements, and internal guidelines.

·       Evaluate internal controls, governance processes, and risk management systems.

·       Identify control weaknesses, operational risks, and cases of non-compliance.

·       Prepare audit reports containing findings, risk assessments, conclusions, and recommendations.

·       Follow up on the implementation of audit recommendations.

·       Conduct special audits, investigations, and fact-finding assignments.

·       Perform other internal audit duties assigned by management.

Qualifications:

·       Bachelor’s Degree in Accounting with 3 years of relevant experience.

·       Bachelor’s Degree in Finance with 3 years of relevant experience.

·       Bachelor’s Degree in Business Administration specializing in Finance with 3 years of relevant experience.

·       Bachelor’s Degree in Business Administration specializing in Accounting with 3 years of relevant experience.

·       Master’s Degree in Accounting or Finance with CPA/CPFA/CPFM intermediate level or ACCA Foundation Level, with 1 year of relevant experience.

Required certificates may include:

·       CPA or CPA Intermediate level

·       CIA

·       CPFA/CPFM

·       ACCA Part 1

Applicants should demonstrate integrity, confidentiality, ethical standards, independence, and the ability to work with minimal supervision and lead teams.

2. Senior Civil Engineer

Key responsibilities include:

·       Oversee construction projects from planning through completion.

·       Ensure projects meet required quality standards, budgets, and deadlines.

·       Collaborate with contractors, architects, and other engineers.

·       Ensure health infrastructure projects comply with relevant regulations.

·       Incorporate appropriate health and safety features into infrastructure projects.

·       Promote the use of sustainable construction materials.

·       Implement quality assurance processes.

·       Develop maintenance plans for existing health facilities.

Qualification:

·        Bachelor’s Degree in Civil Engineering with at least 4 years of relevant experience.

Additional requirements include experience in infrastructure projects, preferably healthcare infrastructure, quantity surveying, project budgeting and risk management.

Applicants should be proficient in engineering software such as AutoCAD and ArchiCAD and demonstrate strong organizational, communication, strategic planning, and problem-solving skills.

3. Clinical Engineering Specialist

Key responsibilities include:

·       Collaborate with architects and engineers to integrate biomedical equipment into hospital designs.

·       Recommend appropriate equipment for healthcare facilities.

·       Develop technical specifications for equipment procurement.

·       Oversee equipment installation and commissioning.

·       Ensure biomedical equipment complies with national and international standards.

·       Implement quality assurance procedures.

·       Develop maintenance schedules for biomedical equipment.

Qualifications:

·        Bachelor’s Degree in Biomedical Engineering with 3 years of relevant experience; or

·        Master’s Degree in Biomedical Engineering with 1 year of relevant experience.

Applicants should have strong knowledge of biomedical equipment, standards, and regulations, as well as excellent problem-solving, communication, teamwork, and interpersonal skills.

4. In Charge of Commodities Officer

Key responsibilities include:

·       Support supply pipeline analysis, forecasting, and quantification of maternal, child, and community health medicines, commodities, and medical equipment.

·       Monitor procurement and availability of health commodities.

·       Support the development and improvement of logistics systems.

·       Contribute to strategic and operational planning, monitoring, and evaluation.

·       Conduct logistics management training and performance improvement activities.

·       Coordinate field activities and supervise personnel responsible for commodities logistics.

·       Participate in logistics and supply chain meetings.

·       Prepare monthly, quarterly, and annual reports on logistics management, product use, and stock status.

Qualifications:

·       Bachelor of Science in Pharmacy with 3 years of relevant experience.

·       Master’s Degree in Pharmaceutical Sciences with 1 year of relevant experience.

·       Master’s Degree in Vaccine and Health Commodities Supply Chain Management with 1 year of relevant experience.

Applicants should possess strong communication, leadership, presentation, confidentiality, and independent-working skills.
