The Ministry in Charge of Emergency Management (MINEMA) is seeking highly qualified professionals to fill key technical positions within the Refugee Management Program. These roles are critical for ensuring the effective coordination of data systems and healthcare services for refugees, asylum seekers, and returnees in Rwanda. These roles offer a unique opportunity to join a multi-agency effort, working alongside institutions such as the Ministry of ICT and Innovation (MICT), the National Identification Agency (NIDA), and UNHCR. By bridging the gap between technical data systems and frontline healthcare delivery, the successful candidates will play a vital role in streamlining refugee registration, enhancing disease prevention, and ensuring that humanitarian interventions are both data-driven and person-centered.

 

ELIGIBILITY CRITERIA

Candidates must meet the following general and specific educational requirements:

·       For Refugee Data Management Specialist: * Master’s Degree in Information Management, Information Systems, IT, or Computer Science with 3 years of relevant experience.

o   Bachelor’s Degree in the same fields with 5 years of relevant experience.

·       For Health Care Specialist: * Master’s Degree in Public Health, Clinical Psychology, Clinical Medicine, or Clinical Education with 3 years of relevant experience.

o   Bachelor’s Degree in the same fields with 5 years of relevant experience.

·       Languages: Fluency in English and Kinyarwanda is required; French is an added advantage.

DUTIES AND RESPONSIBILITIES

1. Refugee Data Management Specialist

·       Data Oversight: Oversee collection, verification, and security of refugee data across all camps in compliance with national and international standards.

·       Inter-Institutional Coordination: Act as the focal point for collaboration with MICT, DGIE, NIDA, and UNHCR to ensure data consistency.

·       System Integration: Align MINEMA systems with national ID and immigration databases; explore digital biometric solutions.

·       Quality & Reporting: Implement data audits, train field staff, and produce periodic trend analysis reports for policy-making.

·       Documentation Support: Coordinate with agencies to facilitate the issuance of identity and legal documents (e.g., birth certificates) for refugees.

2. Health Care Specialist

·       Program Management: Design and implement care plans, disease prevention programs, and health promotion behaviors.

·       Surveillance: Monitor health trends and community needs to inform strategic public health decisions.

·       Service Coordination: Facilitate referrals to specialists, mental health services, and social support; act as a link between patients and healthcare providers.

·       Emergency Response: Participate in planning and responding to community health emergencies.

·       Collaboration: Liaise with NGOs, the private sector, and government agencies to ensure comprehensive health service delivery.
